Under construction

I moved a box in our mower shed and discovered that we have guests. Having watched them for a while I think the nest is still under construction. Individual wasps are working on different layers. They all look the same to me so I can't tell whether each wasp returns to the same spot. I've put the box back and will have another look next week.
