Town Centre Sculpture

Not sure what this sculpture in the central square in the centre of Uxbridge signifies.
I found it quite symbolic when I took time to walk around the town today. But symbolic of what. The sculpture of a mother with two young children and a dog clearly has some significance in the town. But what?
Yes, there is a plaque at the foot of the sculpture, but today it was grimy and the inscription obscured.
