The tree that doesn't know it is winter

I was puzzled when I saw this tree.  The trees are more or less bare now but this one, which does not look like an evergreen has barely shed a leaf. Today has been a busy day and a lot of things I wanted to do did not get done as they were hijacked by other things. An email arrived requiring more information before we receive a substantial grant for our bells.  We were assured the money had been voted by the regional authority in October and the cash would hit our bank account. However, additional forms and invoices have recently been asked for but today I was told that all the invoices must be translated by an authorised court certified translator, certified exchange rates provided and VAT/TVA questions answered. All this is a big headache and above my pay grade and will require more research and meetings. French administration really is a nightmare!
