Fire starter

A pyromaniac, or Fire starter , is a criminal.
In The United Kingdom one punishment for young, habitual criminals is to present them with an ASBO. Or an Anti-Social Behaviour Order. Sadly this is deemed to be a badge if honour amongst some of the youths of today, who collect them as trophies.
I spotted this bag of some sort of , fireproofing stuff lying about in a car park when I went to do my first pick up today.
Is this a website where you can buy this product to over said ASBO recipients so they are more readily identifiable?
One can but hope so.
