Oil shop?

I have seen these around regularly all over the place and have been trying to figure out what they are...i suspect they might be little oil shops for all the motorbikes that are so common here, but i am not sure....this little shop is right next to the uni...and of course the preferred mode of transport of students (and everyone really) is definitely motorbikes, so it would make sense to setup shop here!
