Triple locked

I found this gate in the Belair Park, with the gate closing off an emergency fire track. I hope the key holders to the 3 locks can be found quickly in the event of an emergency such as a bush fire. It seems overkill to me.

On second thoughts, you really only need a key for one of the top 2 locks, as that would release the gate!
