Curb the habit.

Outside one of the main bureaucratic hubs the drivers leave their stubs while their passengers await their decisions. This blip is surprising as it is unusual to see such litter in a city that is renowned for its cleanliness. There is zero unemployment here. Street cleaners are evident even on high speed dual carriageway underpasses. Not sure how this side road has slipped through the cleanliness net.
