Blip famine

I may have posted similar recently but it's all I have!
Today was our first garden waste collection of the year and we paid for this service weeks ago, received our sticker to place on our green bin - and it's been on it, in the correct place for a week now. Our bin went out last night for collection today. They emptied the 2 green bins from the houses opposite and left ours. 
Not happy!
I will even more unhappy if they do not come within 3 days to collect it and will be demanding a partial refund of the £44 daylight robbery! The collection is every 2 weeks but we can't wait another fortnight as ours is almost full already since there was a lot in it from last year. the collections stopped in November when there were still leaves falling and piles of leaves on the avenue since the council rarely collect them so we end up with mounds of them in our gardens. In effect, I am paying the council for the privilege of clearing the leaves they should be clearing!
On top of this the council announced a 4.99% rise on the council tax.
