A damp cold grey miserable day, the dog walkers are out-of-focus, but you can see that they are feeling less than happy walking their well-clad friends.

In the distance a person reads the notice next to the new parking meter while nearby a cheap-skate parks their silver car as close as possible without payment. Pathetic!
