Chained up

This wheel controls a stopcock. It is attached to the pipeline beside Exhibition Drive, which is no longer a public road. Walkers, runners and cyclists use it freely. It is a gravel road, and is more or less flat. It looks as though the stopcock is permanently on stop, as the 'Lower Pipeline' carries water from the reservoirs to the treatment station
