Another spring?

Last time we had a seepage down the road we were assured it was just a spring (despite the dry weather we had had?!).  On this one the seepage got rather bigger overnight.  Turned out to be a surprisingly small water main that was gushing.  A couple of miles away a small burst (ancient) main keeps popping new leaks each time the water is put back on after a repair.  Will we be joining the club?  I don't suppose this could be anything to do with the new 45cm main recently pulled through a new shaft bored 20/25ft directly below this point?  The attending emergency water man's online maps had no record of the new main installed deep underneath just a few wesk ago.
