Have eventually got my new laptop properly set up after a first migration process that was interrupted by having a VPN app installed (didn’t matter that it wasn’t switched on/active). It was not Apple’s fault, except, maybe, they should tell you to delete such VPN’s before attempting the migration! To be fair, they are just waking up to the problem!
