These circlips and split pins are often used as an additional fixing for a nut or bolt one would definitely want to stay closed. The small circlip in the middle is about 3mm across on the inside and would be used to secure the bolt keeping the brake pads in place on a bicycle. They are sometimes used alone too. The circlips fit into a groove cut around the bolt or post they are securing, the split pin would go through a hole in the bolt and the have the ends bent back.
