The egg and the chicken

Or what was here first?
Yesterday evening we had public viewing in connection with a concert/party. Most of the roads close to the location were closed for motorised traffic.
This road here is a pedestrians and cyclists road (and tractors), but since many people have difficulties to understand/follow the rules I assume this one was also blocked.
Around midnight we had a rain and thunder storm, with a number of branches and whole trees losing hold.
So I assume the people who couldn't park here were lucky.
D. however thinks our city workers came early on a Sunday morning to prevent cars (driving there illegally) to crash into this tree. She has still so much faith in the good of human kind. One of the reason why we are married.
