Rumex acetosella - Sheep's sorrel

I could'nt believe my eyes when I spotted a spirit level on the ground beside the Devon Highways staff  repositioning  storm drains along a section of road today..  Do they really use them, or are they just part of the kit?? They did a pretty good job, but missed one of the worst.
