I wonder how they got here?

Could someone have fallen, full-clothed, into the nearby lake?
Could it be an industrious student, on seeing the weather forecast, decided to wash his clothes then dry his outfit in this way?

Is someone now wandering around campus in their underpants?
If they are, I didn't spot them.
