Sovereign Way, St Albans

I have never noticed this street art before.  I assume the painted coin represents a gold Sovereign.  The far end of the artwork includes a picture of a lady and the number "1851".  Does this refer to the date of the sovereign?  I assume it all relates to the name of the alleyway - Sovereign Way.  I haven't so far been able to find out any more about it.

I think the artist may be Ant Steel, but I haven't even been able to confirm that (so apologies if the attribution is wrong).  Whatever, it is a remarkable piece of work, all created with cans of spray paint.
