Low tide debris

I was disappointed to see what the low tide exposed when I walked along the foreshore today. Why are these broken bricks here?! Have they been dumped? A rogue builder avoiding tip fees? I hope not. You would get a bit of a shock if you went in for a paddle at high tide.
