Coast Guard Vessel

On our morning walk on the Waud Trail, we cross a bridge over a railroad track; then turn left and go down 3 flights of stairs to the ground level, and continue on. When we climb back up the stairs, we often stop to look around, and this is what we saw this morning: a guy sitting in a freezer. 
The building belongs to the Coast Guard and seems to be a combo garage and weight training area, but this is a new part: a freezer. What else could it be? Can't wait for today's walk.
