Evil cat?

It has a forked tail and wicked eyes:) I thought it was rather striking, when I walked past this house.  Was dropping off some flowers to my friend around the corner whose birthday it was today. 
I wonder if it keeps other cats away? That might be its purpose.  I could do with something that keeps the foxes from digging up my lawn in the back garden.
