This is the local pigeon fanciers (are they still called that?) meeting place. It’s not uncommon to see lots of cars and vans here on summer weekends and folk carrying their baskets into the building presumably in readiness for a race.
It’s perhaps a bit unfortunate that the building is very close to a busy circle (roundabout) where making folk look away from where they’re going may not be the best idea
