Madly, each time you renew the blue badge it's as if you've never had one. The verification process isn't easy, and begins with the need to prove who you are - not easy for a late eighties lady with no driving licence and no passport and not the faintest idea where she left her birth certificate! The fact she's held a badge for years means nothing. Start anew, fill in the forms.
She only needs it for when she's taken out by her friends, as she can barely walk ten metres even with a frame. It seems wrong to put so many hurdles in her way.
