Wispy Wasp

Noticed this wasp high up in our grevillea (in fact the same one as the bees in an earlier Blip). It was having a party flitting around filling up with reserves.
I'm not sure what variety, but I think a paper wasp ???

The colouring make up is similar but not sure.
