Pricey or reasonable?

Stopped at a roadside stand for a blip and saw this "Fabulous frame and good print" priced at $38.  It's an interesting stand and roadside sandwich boards advertise antiques for sale. Lots to look at, not a single item I'd be interested in buying, including this and the basket of artificial flowers in the extra:  N.F.S. or $30.  I assume that N.F.S. means "Not For Sale", so a bit of a mixed message.
