How did he get up there?

Don`t know what his building was, but its got a very interesting frontage and I love the tiled panels below the arched window.
However, what caught my eye today was the graffitti tag on the side of the arch. It definitely wasn`t there last week, so someone, somehow has managed to get up there...but how?
