Means Risk. And that is what this captain is taking in my opinion. More than hundred years ago a certain Mr.Plimsoll protested against overloading of sailing vessels. He invented the Plimsoll mark, a visible sign on the vessel' s side to mark the maximum load line. It guaranteed a safe freeboard. Overloading was (and is) nothing else than extra profit for the ship-owners if everything goes well and an awful tragedy for all the relatives and family of the crewmembers if things went wrong. Although this vessel will not leave rivers and coastal waters, I can't believe that this ship is loaded 100% safe.
