From a distance, as I was walking along, I thought that the bright colour indicated some yellow plastic rubbish that would have required picking up.

Upon closer inspection I do not believe I have seen this plant before and I need the assistance of an expert to identify it.  It is growing in water-logged ground and is overgrown by scrub.
