Roadside Tributes?

It has become quite the norm to leave "tributes" on the sides of roads in the UK, presumably to road accident victims. I'm never entirely sure about them: respect, honour, deference or perhaps, a little disrespectful or "showy". I'm never quite sure whether its the right thing to do or not?
