Multi-Storey Car Parks can be amongst the most utilitarian (and dull) of buildings.

Basic requirement - big open floor plates, and ramps between them. What happens on the outside does not really matter. For a lot of them, anyway.

So this new building is a bit unusual. It is still being finished off, but a lot of thought has gone into the exterior treatment. Thus these people in the cherry picker. 

Overall, it's all a bit abstract in concept. A multi storey car park looking like some sort of abstract autumnal armadillo.
