Emergency access

I spotted this sign down one of the back roads and was intrigued. This is a remote spot and I wondered why 24 hour access is required. Is it for night time ploughing or to allow the emergency services the ability to rescue a stranded cow? How likely is it that one of the few vehicles that travel down this lane each day would choose to park in front of this gate? But perhaps you know better than I do.
