Flames or Tentacles?

This is part of a vertical attention-getting device outside Ki Modern Japanese Restaurant and Bar in downtown Toronto. The colours didn't come through that great but if you are standing in front of it it seems rather like flames. Or tentacles. I'm still not sure. Oh! FLAMING TENTACLES! Maybe not. Looks like a nice place, though.
