What's with the pine's?

The pine tree needles on the island are covered with white something. I have never seen anything like it before. Some of the trees look like they have been sprayed with the fake snow you see at Christmas. No visible bugs, and they are still green. I do not think it is sap but it does not shake off or go away when it rains. Clueless in Md.
