Cuckoo spit...

...nothing to do with cuckoos at all...
Caused by Froghopper nymphs - blobs of white frothy liquid form on plant stems, and a small pale insect lives inside. It sucks the sap, taking nourishment from the plant - in this case our lavender - usually without harming it.
