Walkers Maybe?

I always have a wry smile when I pass this notice on Gullane Golf Course - now is it a question over who is crossing the fairway ... walkers maybe?

Or is it intended as as two words to warn golfers to look out for walkers who MAY be crossing the fairway?

It's been around a long time but never queried by anyone other than me ... or so it seems :-)
