Flower Friday - Mystery

I have no idea what this is. At first glance I though some dandelion fluff had been caught up but when I looked harder, I could see that everything was firmly attached and it was what was left after petals had fallen.

I cant't see how it works as a method of seed dispersal unless further down the track they detach. If that happens, each seed will have just one "feather" (For lack of anything better to call the fluff).

The plant looked like a type of begonia.
