Why?

Why do people think it is acceptable to pick up their dog's mess - and then
hang it on a tree?
Or just leave it.
In this case 30 years from a bin for purpose -- the gate in the background is the entrance/exit from the wood with said bin.

I much prefer to see catkins hanging from the trees.
