But whatsit for?

This strange contraption is outside our local gradeschool and is marked as having alarms on it. The signs are next to the padlocks. The sound of what might be a cheap sweaper comes from it and the barrels have tall stacks comming out of them. I have no idea what they're for but I am curious. Do any of you have an idea what it might be used for?
