Why do people think it is acceptable to throw their rubbish in the field, next to a country road?

People like that should be sterilised and sent to clear sewerage pipes for 12 hours a day. Not because it is such a big crime, but to remove their self-centered, self-absorbed & general dumb-assed genes from the gene pool and so that they can feel how it feels to clean up  other people's s****.
