Billy for Mayor

Billy - "As your duly elected representative I expect you all to pay attention and listen to my diatribe!"
1st Horse - "My arse!"

Billy doesn't know if he's a horse or a dog. The horses were chasing him around the field, because when he's in their field he considers himself a horse. When he is let out for a wander he is with dogs so goes around sniffing and peeing on things. He's a typical politician.
