Good ideas badly executed?

I can't decide which is the artwork - the Bullet Beard or that and the Glasgow City Council posters?

It appears that the Cooncil has designated spaces in the city where artwork can be displayed but then I wonder if the whole thing is a piece of street art? Surely if artwork is allowed to stay in areas the cooncil can just let their people know where those designated areas are rather than paste up an ugly cooncil poster?
