Beware (brother, beware)*

I was walking past New Scotland Yard at lunchtime when I spotted these uninsured cars seized by the police. So, if you are not insured, you could have your pride and joy nicked - you have been warned.

When I took the photo I could clearly see the message in blue, flashing across the building - but although I took several snaps I could not capture the message - can someone explain the science?
