In need of TLC

I found this in a box in the shed. It was my father's and I'd forgotten it was there.

I think all it needs is a dust and a strong hook...so that's tomorrow's job then, It may look a bit odd, but it's laid on its back on the floor. Those weights aren't flying around the room!
