Shutter speed or real stretch?

If it hadn't been for the individual lights at the windows, it might as well have been a regular car with a slower shutter speed :)

Panic blip today - not a single picture taken all day when I went home after choir practice, so I snapped this during my bike ride... I'll try for a better one tomorrow!
