The world is not going to be saved by legislation

I passed this today when I was out and about.

It made me think? What did it really mean?
Was it asking why did God want to save anybody? Why would God even bother? Why do people even need to be saved?
Or
Why does God want to save people? Are they worth it? Is one individual worth more than others? Is there a target of 'good things' that should be achieved before you can be saved? To me, believing in God doesn't only mean going to Church and prayers - it's more about the day-to-day stuff. That's what will count at the end of the day.
