Crazy drainpipe from Perpignan

They have the same drainpipes in Argeles-sur Mer too, but this one was in a side street in the lovely city of Perpignan, where we spent a very hot day. I like the way that they have to have fancy iron grill-work to protect the fancy pipework. Anyone who knows the story behind these crazy pipes, I'd love to hear it.
