"Dispensaries are by no means the least useful institutions for the relief of the suffering poor...Some of these are "provident" institutions; that is to say, the relief is not wholly charitable, but a small weekly or periodical subscription is necessary to entitle a person to the benefits of attending during sickness.
There is dislike among...the English poor...to entering a hospital, so these dispensaries are of very great benefit, particularly the provident institutions, as they have none of the humiliating effects which charitable relief produces in some minds, while they encourage the domestic feelings and promote habits of economy and prudence."
