Sour grapes?

In the early hours of the morning I spotted this chalk board on the back of the toilet door in the pub.

Any ideas? The tiling in the place looked fine to me. So do you think some bloke whose tiling quote was not accepted decided to use this medium to express his annoyance? Very odd.
