WHY???

The White Elephant is back on its feet again.
Apparently plans were approved 2005, "Sod broken" 2008, died the death with the bankruptcy of the firm and some antipodeans withdrawing capital.
NOW (Early 2011) it's back under steam.
What I can't understand is ... Why waste money, time, man-power, just to change the colour of the metal wall surrounding it?
Could it really just be because it happens to be the firm's colours?
A week or so later a second coat was applied to change the colour from Uglyrust to nearer blue.
