Fossil?

Out and about today taking some shots and caught this unusual cluster of stones that formed part of a twelve foot wall which surounds a historical home. Most of the wall is brick but it looks like they may have run out of material or repaired a section of the wall.
The unusual looking rock or fossil caught my eye. I'm not sure what it is. I guess they used anything that was available.
