Red Rum?

This metallic horse appeared at the roundabout near my site in Belvedere in the past week, I think that it's made out of kit kat chunky wrappers turned inside out, with pipe cleaners for bone structure and marbles for eyes. I guess that it was put together by the local arts council with funding from the scouts.
